Are local file Z-box backups able to be loaded onto another Z-Hub or are the backups locked to Z-Hub serial number?

No they are firmware version and Z-hub serial number specific.

I was unable to backup one Z-Hub to another, could not upload file as it causes an error

You can only restore a backup to device it was created on

There is a way to transfer configuration from one z-hub to another z-hub.

It is available on the Fibaro ID login, services window.
