ZEN30-800LR Double Switch Relay state seen but digital control not working

This is really odd: I can see the state and control the dimmer on a ZEN30 from Hubitat, and see the state but cannot control the relay digitally. Manual control works on the dimmer and relay, and Hubitat correctly reports the relay state when operated manually. Manual & digital control are enabled. Switch firmware rev 4.10, Hubitat rev 2.3.8.140. No issues with 5 other ZEN30’s in the network.

A factory reset made no change.

Radio stats according to Hubitat: PER: 0
RTT Avg: 1ms
LWR RSSI: 21dB
Neighbors: 21
Route Changes: 1

Route: 01 → 27 100kbps

Anyone else seen this behavior?
